Lower Plenty Road, Rosanna and Hurstbridge track duplication

On behalf of the Victorian Government, the Level Crossing Removal Project is overseeing the removal of 75 dangerous and congested level crossings across Melbourne by 2025.
The level crossing at Lower Plenty Road in Rosanna has been removed and the new Rosanna Station is open. Work to duplicate a 1.2 kilometre single section of track between Heidelberg and Rosanna on the Hurstbridge line is complete, meaning more trains can operate on the line.
Project overview
The level crossing at Lower Plenty Road was located near Rosanna Station. On a typical weekday, about 17,000 vehicles would pass through the level crossing. Many of these would travel through the level crossing during the two-hour morning peak, when the boom gates were down for 43 minutes.
An alliance consisting of Laing O'Rourke, Fulton Hogan and Jacobs was awarded the contract to deliver the Hurstbridge Rail Line Upgrade. The upgrade included the duplication of the Hurstbridge line between Heidelberg and Rosanna stations and level crossing removals at Lower Plenty Road, Rosanna and Grange Road, Alphington.
Lower Plenty Road, Rosanna
The Victorian Government announced a rail bridge would replace the level crossing at Lower Plenty Road, Rosanna in 2017. This design ensured the vast majority of trees in Rosanna Parklands would be retained while enabling additional planting and landscaping in the station precinct.

Heidelberg track duplication
A second railway track has been built to the east of the existing track between Heidelberg and Rosanna stations. The duplication includes a second rail bridge built over Burgundy Street and a second rail tunnel under Darebin Street, while preserving all heritage features and structures.

Stakeholder Liaison Group
During construction of the project, we needed a local perspective and insight to help minimise the construction impacts on local communities. Nominations were invited from members of the Rosanna and Heidelberg community who felt passionate about their local area and wished to be involved in the new Stakeholder Liaison Group (SLG) for the Rosanna to Heidelberg track duplication and the Lower Plenty Road level crossing removal.
The SLG comprised stakeholders and community members who represented the views and interests of local residents and traders, special interest groups and organisations, and community groups.
