Where does the proposed planning scheme amendment apply?

The proposed planning scheme amendment will apply to land necessary for the project as well as any adjacent land required for construction, car parking and access to the rail corridor. 

If approved, it allows the project to progress without the need for a series of individual planning permits. Draft project information, including the project area map, is available on the Hurstbridge Line Upgrade Stage 2 page.

Why does LXRP need to submit a request to the Minister for Planning?

While most of the construction will occur within the existing rail corridor and is consistent with the existing zoning of the land, there are some works in the project area that require planning approval, such as the removal of native vegetation and any works near places of heritage significance.

Why is LXRP seeking submissions?

As part of the process, the community and other interested parties have an opportunity to provide feedback about the project. 

A summary of submissions and feedback will be provided to the Minister for Planning to inform a final decision regarding the amendment.

Who can make a submission?

Any interested parties can make a submission. 

Letters and submission forms have been mailed to land owners and residents who live near the project area.

However, anyone with an interest in the project can make a submission online.

Banyule, Darebin and Yarra City Councils, Nillumbik Shire Council, Heritage Victoria, Aboriginal Victoria, Environment Protection Authority Victoria and VicRoads will also be consulted and have the opportunity to provide input on the planning approval.

What can submissions be about?

Submissions may outline concerns about, or support for, any aspect of the proposed project.

This can include amenity considerations, management or mitigation measures for any impacts identified or any other matters relevant to the project.

How can I provide a submission?

Submissions can be made online via the engagement hub or via the enclosed submissions form and reply-paid envelope.

Submissions close at 5pm on Friday 28 February 2020.
