On behalf of the Victorian Government, the Level Crossing Removal Project is overseeing the removal of 75 dangerous and congested level crossings across Melbourne by 2025.

Major construction has started on the Reservoir level crossing, which will be removed by building a rail bridge over High Street and constructing a new Reservoir Station.

By elevating the rail line over High Street, we will create new direct connections between Edwardes Street and Broadway.

As part of the project, we’ll build a new public plaza and improve shared use paths for pedestrians and cyclists.

A total of 36,000 vehicles travel through this crossing each day. The boom gates at High Street are down for 24 minutes during the two-hour morning peak.

Work on the Reservoir level crossing removal has started and includes geotechnical investigations and the relocation of services.

Design update

We have received valuable feedback about what is important to the Reservoir community, which included:

• the need to create a vibrant and safe transport precinct

• fixing the notorious Reservoir intersection, including removing the level crossing

• improving connectivity around Reservoir as a motorist, pedestrian or cyclist

• revitalising the central heart of Reservoir.

We’ve listened and, after completing a series of initial technical investigations and extensive planning, we will be removing the Reservoir level crossing by building a rail bridge over High Street and constructing a new Reservoir Station.

The rail bridge will be about nine metres high and one kilometre long, with a new island platform above ground. The new Reservoir Station will have above ground platforms, a new station forecourt, and walkways to connect pedestrians and cyclists between Edwardes Street and Broadway.

    The purpose of the Community Reference Group (CRG) is to provide community members and stakeholders affected by construction activities in Reservoir with information about the project.

    The CRG will assist the project team by:

    • Sharing project updates, milestones and information with key community, trader and stakeholder representatives and utilising their established networks to disseminate the information
    • Gaining a local perspective on project benefits and challenges, particularly in relation to minimising construction impacts and disruptions.
    • Hearing feedback from the community to ensure clear and effective communications that address community questions and concerns in a timely manner.

    The purpose of the Community Reference Group (CRG) is to provide community members and stakeholders affected by construction activities in Reservoir with information about the project.

    The CRG will assist the project team by:

    • Sharing project updates, milestones and information with key community, trader and stakeholder representatives and utilising their established networks to disseminate the information

    Criteria for membership

    Nominations to join the CRG are invited from people who reflect the range of interests in the local Reservoir community and are affected by the project.

    CRG members should meet at least two of the following criteria:

    • Involvement in the wider community.
    • Endorsed by a local organisation (if representing one).
    • Strong community networks and linkages.
    • Ability to represent a broad range of views that reflect the diversity of the community.
    • Good knowledge and understanding of the local issues that are relevant to the project.
    • Possess a willingness to contribute positively to meetings in a fair and unbiased manner.
    • Ability and willingness to encourage participation from and provide unbiased feedback to the community regarding the project.
    • Able to commit to the CRG for the time required.

    In addition to the above criteria, which will carry equal weight in the assessment of nominations, an overall assessment will be made of the best mix of members to achieve the greatest diversity.

    The CRG membership will be selected by a panel comprising representatives from the Level Crossing Removal Project (LXRP) and the Minister for Transport Infrastructure.

    It has been determined that the elevated rail design will provide the greatest overall benefit to the local community by reducing congestion, improving traffic flow and connecting the two sides of the Reservoir activity centre.

    This design creates better connections for pedestrians and cyclists under the bridge, as well as opportunities for a new public plaza and other future transport upgrades.
